Meeting of the Commission on Technogenic-Environmental Safety and Emergency Situations with the Participation of Acting Head of the Regional State Administration Svetlana Shatalova
On August 19, 2019, under the chairmanship of the Acting Head of the Regional State Administration, Svetlana Shatalova, a regular meeting of the Commission on Technogenic and Environmental Safety and Emergencies of the Regional State Administration was held.
The issue of the results of the preliminary investigation into the fire at the Tokyo Star Hotel, located at 1, Vodoprovodnaya Street, Odessa, is considered. According to the Acting Head of the Department of State Architectural and Construction Inspectorate in the Odessa region, Igor Cherkasov, to date there are no documents on the refurbishment of the corresponding fire depot at the hotel, according to the available documents, these should have been warehouses. These materials will be forwarded to the investigation.
According to GNUNP in the Odessa region investigative actions are still being carried out, the director of the Tokyo Star Hotel Vadim Chorni is in the remand prison. Investigations are underway directly at the facility, searches have been carried out and documentation has been removed. The workload is considerable, so investigators from other areas are involved to study all the circumstances of the event. During the meeting, it was emphasized the need not only for fast but also for qualitative conducting of investigative measures.
To date, the SUNP in the Odessa region has already identified the persons of the six dead, DNA examinations are carried out on two persons and the arrival of relatives is expected for identification by one person. This is due to the fact that the hotel did not keep proper documentation regarding the registration of visitors.
A decision was made to allocate funds to provide one-time cash relief to the families of the victims and to the victims of the emergency and medical care at the expense of the regional budget reserve fund.
According to the instruction of the Prime Minister of Ukraine Volodymyr Groysman, inspections of the SES of Ukraine for fire safety of all health establishments of the city and the region are started in the near future.
Regarding the implementation of the "Comprehensive Plan for the Prevention of Viral Hepatitis A in the Odessa Region for 2017-2022", it should be noted that the epidemic situation with the incidence of viral hepatitis A among the population of the Odessa region remains unfavorable. The highest rates of morbidity were registered in Oknyanskyi, Zakharovskyi, Tarutinskyi, Baltic, Podilskyi, Lymanskyi districts of Odessa region and Odessa. The decision was taken to take all appropriate measures, including special attention to the educational institutions during the audits and their adoption by the new academic year.
Additionally, cleaning and disinfection of water supply networks and structures is planned, followed by laboratory monitoring of drinking water safety indicators. In addition, after carrying out additional inspections, the State Consumer Service of sanatorium-health institutions of the region, in particular in the territory of the village. Sergiyivka, violations of sanitary and hygienic norms were established in every institution. The executives were issued recommendations to remedy the violations by August 25, 2019.
The third question was about the situation on the territory of Belgorod-Dnestrovsky District as a result of worsening weather conditions on 03-04 August 2019. The preliminary amount of losses, estimated by the village councils at UAH 23 million, is being processed. The chairmen of the village councils and the OTC are tasked with working out the issue of allocation of funds from local budgets and the proceeds from their over-execution, and after that they apply with the appropriate financial request to the regional state administration.
The issue of preventing the destruction of structures and elements of the Belgorod-Dnestrovsky Fortress is being considered by an expert group. As a result of the elaboration, an appeal to the Odessa Regional Council will be prepared for the allocation of funds for carrying out the necessary works with a certain estimated cost.
