A new reperfusion center is planning to open in Izmail in the fall. This became known during the discussion "Status and prospects of realization of national reforms in the Odessa region". In particular, according to the law signed last year by President Poroshenko during a working trip to the Odessa region, a telemedicine system is being implemented in rural areas, and paramedics and obstetricians are being built. Thus, in Novyny rayon, since Nov. 2017, a new telemedicine system is operating.

"In the center of telemedicine counseling of the Single Operational Dispatching Service of the Odessa region, experts provide more than 50 consultations per day. In particular, it is a question of decoding electrocardiographs of patients-residents of the countryside. Therefore, their medical data is immediately passed to specialists for diagnosis. The plans are to open another branch of the reperfusion center in the Odessa region, since the myocardial infarction is one of the serious diagnoses with a high threat to life. Thanks to the initiative of the President, Petro Poroshenko, providing each rural fellow with telemetry monitoring equipment is an opportunity for the patient to get an expert opinion from doctors at the district or oblast level as quickly as possible and to understand where to go further ", - said the director of the Department of Health of the Odessa Regional State Administration Viacheslav Polasny.

During the discussion, experts also discussed the issue of equipping medical facilities with the necessary medicines and equipment. In 2017, four billion hryvnias were allocated for these needs in Ukraine, one billion this year.

"Previously, most of the FAPs and outpatient clinics in the Savransky District were in an emergency, and over the past few years there were major repairs in 2 outpatient clinics, a complete overhaul at the paramedic station and the construction of a new outpatient clinic. This is an unprecedented pace. This year, the purchase of modern equipment will be available to our outpatient clinics - these include cardiographers who also have the opportunity to transmit data to the central medical institutions and modern hematological devices, "said Vitaliy Svichinsky, the chairman of the Savran district state administration.

In addition, the participants also discussed the principle of medreform, which is conventionally called "money goes for the patient." Therefore, the "Doctor for Every Family" campaign is already operating in 68 medical institutions in the region. More than 1000 regional doctors have joined the National Electronic Healthcare System. At present, more than 354 thousand declarations have been signed between the family doctors, pediatricians, physicians and patients in the Odessa region.

"In Ukraine, an outdated health care system is being dismantled, in which hospitals were funded on the basis of the" number of beds ", not because of their effectiveness. Now the medical institution becomes motivated, so that patients receive qualitative help there and apply for medical services, if necessary, there it is there, "- said the expert on the introduction of new mechanisms for financing health care institutions Sergiy Dyachenko.

It should be noted that during the open discussion the state and prospects of implementation of educational and pension reforms were also discussed.
