Maxim Stepanov: Since the beginning of decentralization, local budgets have increased by 3-5 times
The decentralization reform allowed to increase local budgets by 3-5 times, which makes it irreversible. This opinion was expressed by the chairman of the Odessa regional state administration Maxim Stepanov during the broadcast on Channel 5.
"In the Odessa region since the beginning of the decentralization reform, local budget resources grew by 3-5 times. Of course, communities began to decide on their own where to spend money. We are currently watching how they are developing. And every day, with every decision, with each newly formed community decentralization reform becomes irreversible, "Maxim Stepanov emphasized.
The head of the Odessa region noted that Petro Poroshenko became the first head of state, who gave power and financial resources to the seats. Consequently, for today 52% of the consolidated state budget funds are the funds of local budgets. According to Maxim Stepanov, decentralization reform is one of the most successful.
It should be noted that at present, 31 OTGs are created in Odesa oblast, which is about 30% of the territory of the region. And within the year it is planned to unite more 8-10 communities.
Recall that in 2018, united territorial communities of Odessa region received a state subvention for infrastructure development in the amount of 95.3 million hryvnia. At the expense of the subvention, 25 communities of the region implemented 134 infrastructure projects.
